check msdn:

cause

this issue may occur when user member of many active directory user groups. when user member of large number of active directory groups kerberos authentication token user increases in size. http request user sends iis server contains kerberos token in www-authenticate header, , header size increases number of groups goes up. if http header or packet size increases past limits configured in iis, iis may reject request , send error response.

resolution

to work around problem, choose 1 of following options:

a) decrease number of active directory groups user member of.

or

b) modify maxfieldlength , maxrequestbytes registry settings on iis server user's request headers not considered long. determine appropriate settings maxfieldlength , maxrequestbytes registry entries, use following calculations:

  1. calculate size of user's kerberos token using formula described in following article:

new resolution problems kerberos authentication when users belong many groups http://support.microsoft.com/kb/327825

  2. configure maxfieldlength , maxrequestbytes registry keys on iis server value of 4/3 * t, t user's token size, in bytes. http encodes kerberos token using base64 encoding , therefore replaces every 3 bytes in token 4 base64 encoded bytes. changes made registry not take effect until restart http service. additionally, may have restart related iis services.
